President Dan challenges Voluntari municipality law over outdated referendum
President Nicușor Dan has filed a constitutional complaint against the law that would make Voluntari a municipality, arguing it relies on a 2004 referendum and ignores a later 2009 vote.
President Nicușor Dan submitted a constitutional challenge to the Court regarding the draft law that would elevate Voluntari to municipality status. He argues the legislation rests on a 2004 referendum and fails to consider a 2009 referendum in which 78% of voters favored merging Voluntari into Bucharest's sector 7. The 2009 vote, documented in the town's local development strategy, is absent from the supporting documents for one outlet proposal.
The Economic and Social Council issued a negative assessment, pointing out that Voluntari lacks a public hospital and questioning the relevance of a two-decade-old referendum. Additionally, the government has voiced its lack of support for the initiative. The president’s filing seeks a ruling on the law’s constitutionality.
Why it matters
The challenge could halt a law that may reshape local governance in the Bucharest region.
