Presidential Committee Releases Five-Year Plan to Boost Youth Jobs and Elder Care

The Presidential Committee on Ageing Society and Population Policy unveiled a five-year basic plan aimed at tackling population decline, improving youth employment and supporting older citizens.

On Wednesday the Presidential Committee on Ageing Society and Population Policy presented its first Basic Plan for National Population Strategy, a five-year roadmap addressing the nation’s demographic challenges. The strategy focuses on four key areas: supporting young people through higher employment rates and reduced career interruptions for women, guaranteeing a dignified old age with expanded dementia care and in-home services, harnessing technological innovation such as AI robots to create new jobs in shrinking regional communities, and building a more inclusive society through broader housing, financial and childcare support.

Specific goals call for lifting the youth employment rate from 45 percent to 50 percent by 2030 and halving the career-break rate among women aged 30-44. Additional provisions include digital education programs for seniors and the creation of specialized care-related positions for young workers.
