Authorities have opened a probe to determine if these actions contravened the sanctions that label Cuba a state sponsor of terrorism. The State Department emphasized that any attempts to circumvent the restrictions are subject to intense legal review. Investigators are assessing whether the convoy’s conduct, including public statements and media productions, breached the narrow exemptions. The outcome could result in penalties for the individuals involved if violations are confirmed.
