Progressive US lawmakers head to Uruguay for PanAmerican Congress to contest Trump’s ‘Donroe Doctrine’

Progressive Democratic members will travel to Uruguay later this week for the PanAmerican Congress, where they plan to challenge the Trump administration’s “Donroe Doctrine.”

A group of progressive Democratic legislators is set to travel to Uruguay this week for the third-year PanAmerican Congress, scheduled for Aug. 21-23. Led by Rep. Pramila Jayapal, the delegation aims to denounce the Trump administration’s “Donroe Doctrine,” a strategy that pairs anti-crime cooperation with economic pressure and alleged interference in sovereign elections. Jayapal contended the doctrine threatens human rights, weaponizes tariffs, and destabilizes the hemisphere.

The summit seeks to forge a durable progressive coalition to counter rising right-wing agendas in Latin America. In addition to Jayapal, Democratic Socialist candidates Claire Valdez, Darializa Avila Chevalier and Chris Rabb will join the U.S. contingent. The effort reflects a broader push for solidarity against interventionism and democratic backsliding in the region.

Why it matters

It highlights a coordinated progressive effort to oppose U.S. policies that could reshape politics and human-rights conditions across Latin America.
