PSD and CDS-PP reintroduce bill to charge non-resident foreigners for NHS care

The PSD and CDS-PP have presented a fresh amendment to the Health Base Law that would obligate non-resident foreigners to settle the cost of NHS services, echoing a measure previously approved with Chega before it lapsed due to elections. The proposal retains the requirement for presenting proof of health coverage or other documentation, while introducing new rules to identify responsible payers and enforce collection, including possible guarantees or advance payment.

It preserves an exemption for emergency, urgent or vital care, which must still be delivered before any later proof is shown. The parties argue the change is needed to curb what they describe as a growing use of the NHS by non-resident foreigners, especially from third-country nationals. They also criticize one outlet Health Base Law for extending benefits to such groups without proper legal status, claiming it threatens the sustainability of the social welfare system.
