PSD Government outlines plan to cut bureaucracy and boost local development

The PSD-led cabinet presented a governance program promising reduced red tape, professional civil service and voluntary mergers of small localities, alongside new regional infrastructure funds.

The PSD-Niculescu cabinet delivered a governing agenda that seeks to streamline the state by cutting bureaucracy, hiring professional officials and encouraging voluntary amalgamation of small municipalities. An initial six-month audit will assess ministries, agencies and subordinate bodies on duties, staff, budgets and results to identify and merge overlapping functions. A unified administrative procedure code and a revised civil-service statute will introduce competitive recruitment, performance-based evaluation and salary linked to results.

Small localities can share urban planning, legal, procurement and IT services, with consortia receiving project funding based on transparent scoring. The program also creates a National County Infrastructure scheme and a National Metropolitan Development scheme to finance road upgrades, education, health, heritage and digital initiatives, while guaranteeing predictable three-year transfers to local budgets.

Why it matters

The plan could reshape Romania's public administration and direct significant funds to regional infrastructure and services.
