Putin signs decree tightening control over fuel-energy export data

President Vladimir Putin has signed a decree that imposes new limits on the use of information contained in a classified list, describing the measure as a response to "unfriendly actions" by the United States and allied nations. The regulation bans the spread of list items through media or online channels, allowing disclosure only by the legal entity that owns the data. Federal executive agencies, other state bodies and regional authorities may share the information under statutory provisions, and any access must comply with procedures defined by law.

The restricted list focuses on the fuel-energy sector, detailing export volumes, transport routes, terminal operators, geographic coordinates of storage facilities, customs documentation, and refinery output. The decree also governs the handling of related stock-exchange transaction data. All exchanges of the data must meet security standards approved by the government, unless the law provides otherwise.
