Remulla accuses LTO of insurance fraud and bogus emissions testing scheme

Ombudsman Jesus Crispin Remulla used his Saturday radio program to denounce the Land Transportation Office for allegedly operating a cartel that hinders victims of road accidents from filing third-party liability insurance claims, arguing the agency is more interested in revenue than public service. He extended the criticism to the Insurance Commission, accusing it of similar profit-centric behavior. Remulla also highlighted a purported scheme involving Private Motor Vehicle Inspection Centers, where reported monthly emission tests far exceed the actual vehicles inspected, indicating a non-appearance practice that contributes to pollution.

He suggested mandatory testing after five or ten years to curb the issue. The allegations were made without an immediate response from the LTO. Remulla’s statements raise concerns about consumer protection and environmental enforcement in the transport sector.
