Republicans Target $39 Billion Pandemic Loan Fraud, Suspend 870,000 Borrowers

Republicans, led by SBA Administrator Kelly Loeffler and Vice President JD Vance, announced the suspension of 870,000 borrowers tied to about $39 billion in alleged pandemic fraud.

In Kansas City, SBA Administrator Kelly Loeffler, alongside Vice President JD Vance, disclosed the suspension of 870,000 borrowers linked to roughly $39 billion in suspected pandemic-related fraud, the biggest move the agency has ever taken. Republicans argue the Biden-Harris SBA ignored massive fraud, with the agency’s Office of Inspector General estimating more than $200 billion in illegitimate loans, while former Administrator Isabella Guzman declined to testify on a $164 billion discrepancy.

The House Committee on Small Business, chaired by the article’s author, spent 18 months investigating and found the agency had shifted blame to private lenders and considered ending collections on smaller fraudulent loans. Additional reforms target the 8(a) contracting program and close loopholes allowing loans in the names of children or deceased individuals. Legislative actions include the COVID Fraud Transparency Act, the Small Business Lending Fraud Prevention Act, and the Put America on Commission Act, which would fund fraud tips with penalties paid by convicted offenders.

Why it matters

Recovering pandemic loan fraud could return billions to genuine small-business owners.
