Rise of Vaping Among Non-Smokers Highlights Addiction and Policy Concerns in the UK

More than a million UK adults who have never smoked are now using e-cigarettes, driven by habit, anxiety relief and aggressive marketing.

A recent ONS survey reveals that more than one million UK adults who have never smoked cigarettes now vape, a number that is increasing annually. Individuals such as Gracey Mungulu say vaping provides a comforting hand action and helps manage social anxiety, turning the activity into a mindless routine. Health experts like Dr Helen Wall and Prof Sarah Jackson highlight the psychological dependence on nicotine and note that while vaping may divert some from smoking, it also introduces new risks.

The industry’s bright colours and sweet flavours are blamed for attracting non-smokers, prompting a government consultation on stricter marketing rules and plain-packaging proposals. Despite the rise in use, fewer than half of English healthcare providers offer dedicated vaping-cessation support, leaving many users without clear pathways to quit.

Why it matters

The surge in vaping among never-smokers raises public-health concerns and pressures policymakers to tighten regulation.
