Romania links blood donations to higher-yield government bonds to boost financing
Romania offers donors government bonds with better returns than those for ordinary investors, aiming to encourage blood giving while raising funds for the state.
Romania has tied blood-donation incentives to a special government bond program that provides donors with a higher interest rate than the one available to regular retail investors. The arrangement, introduced together with a well-known radio station in 2023, costs the state almost nothing to market because television networks broadcast the details without charge. Treasury chief Ștefan Nanu noted that the scheme serves a dual purpose: it motivates citizens to donate blood and supplies additional capital for government borrowing.
Domestic investors, including bond-buying donors, currently fund nearly one-fifth of the government's debt issuances. The measure comes as Romania faces the EU's largest fiscal deficit, prompting broader spending cuts and tax hikes while the EU calls for further reforms.
