Romania ranks second in EU for surge of Ukrainian refugees

Eurostat data show Romania posted the second-largest rise in Ukrainian refugees among EU members between July and August, while Germany stayed ahead overall.

Eurostat published new statistics on 12 October indicating that Romania recorded the second-largest growth rate for Ukrainian refugees in the European Union between July and August, rising by 0.3 percentage points. Germany remained the leading host country, with Poland and the Czech Republic holding the second and third positions respectively. At the end of August, Ukrainian nationals accounted for over 98.5 % of all individuals benefiting from the EU's temporary protection scheme, which grants residence, work rights, housing, healthcare, education for children and basic banking access until March 2028.

The gender breakdown showed adult women at 43.6 %, adult men at 27.3 % and minors representing roughly 29 % of beneficiaries. The Czech Republic reported the highest per-thousand-inhabitant rate of temporary-protection recipients, followed by Slovakia and Cyprus, well above the EU average of 9.8 per thousand.

Why it matters

The surge highlights Romania's growing role in sheltering Ukrainians and the broader EU response to the ongoing conflict.
