Romania's Economy Ministry unveils plan to turn ROMARM into an integrated defence holding

The Ministry of Economy, Digitalisation, Entrepreneurship and Tourism released a strategy to restructure state-owned ROMARM from a commercial intermediary into a consolidated industrial holding with clustered subsidiaries and dual-layer governance.

On October 19, the Ministry of Economy, Digitalisation, Entrepreneurship and Tourism published four policy analyses that set out reform options for key sectors of the Romanian economy. The defence sector paper proposes converting ROMARM into an integrated holding, clustering its fifteen subsidiaries into specialised groups such as armaments and naval production, and introducing a dualist leadership model with a supervisory board and an executive directorate to reduce political meddling.

A second analysis details a framework for tracking the fulfilment of localisation clauses in projects funded by the European SAFE programme. The third document focuses on exploiting non-energy mineral resources, notably a graphite extraction project at Baia de Fier linked to SALROM. The fourth outlines the creation of a national destination management organization to coordinate tourism marketing, offering several governance and financing options. All proposals remain subject to further debate and legislative action.

Why it matters

The reforms could reshape Romania's defence industry, boost domestic production and improve management of strategic sectors.
