Romania's Finance Ministry warns remaining EU recovery funds are crucial for 2026 budget balance
The Finance Ministry said that unreceived funds from the National Recovery and Resilience Plan must be secured to meet the 2026 deficit target.
According to a statement from the Finance Ministry, Romania has so far received €13.27 billion from the National Recovery and Resilience Plan, comprising €8.95 billion in grants and €4.32 billion in loans, plus a recent €301.2 million for suspended targets. The 2026 budget was built on the assumption that the remaining payments will be fully collected, linking them to planned investment and reform spending. The ministry warned that any grant portion not validated by the European Commission will have to be financed from the national budget, directly affecting the deficit target.
It highlighted that the pending payment requests are under evaluation, with a Commission decision anticipated by 20 November. The statement also outlined one outlet execution of EU-funded projects, noting that 64.6 % of allocated credits have been spent to date.
Why it matters
Unsecured EU funds could force Romania to fund recovery projects from its own budget, raising the fiscal deficit.
