Romania's prosumer boom reshapes grid management and regulatory outlook
The number of Romanian prosumers has surged from a few hundred in 2019 to over 300,000 by mid-2026, prompting grid balancing challenges and calls for regulatory reform.
Romania has witnessed a rapid expansion of prosumers, rising from about 300 in 2019 to over 300,000 by the middle of 2026, according to one outlet energy regulator. Most of these are private individuals, whose installations average around 6.36 kW each, while corporate installations are larger. The aggregate capacity now tops 2,149 MW for households, creating times when solar output exceeds local demand and forcing the grid to manage large imbalances.
These imbalances generate additional costs that are passed on to other electricity users. The Association of Energy Suppliers highlights the need for regulatory changes, storage solutions and dynamic pricing to enable prosumers to provide flexibility services and earn revenue, while reducing the burden on the overall system. Recent regulatory steps include activating a register for energy communities and drafting rules for their market participation.
Why it matters
The prosumer surge affects electricity prices and grid stability for all Romanian consumers.
