Romanian animal-rights NGO urges new safeguards after children filmed dog-puppy stabbing

A video of two children stabbing seven puppies and laughing sparked outrage, prompting the Toto&Pufi non-governmental organization to demand swift policy changes. The NGO outlined three specific actions: placing animal-abuse warning signs in all Romanian towns and communes, establishing a publicly accessible Registry of Dangerous Persons that links existing data, and revising the penal code to extend legal protection to all animals.

Alina Florescu, the association’s president, addressed the authorities, including the Romanian Police, municipal leaders, the national government and ANSVSA, urging them to act without delay. She argued that domestic violence often begins with cruelty toward animals and that children’s exposure to such acts reflects systemic neglect. The proposed measures are presented as low-cost, legally grounded steps that could reduce both animal and human violence.
