Romanian intelligence chief warns of limited hybrid threats in Black Sea drone incidents

Retired General Adriean Pârlog says Moscow is likely to keep using drones and other hybrid tactics in the Black Sea, but a major escalation toward NATO is improbable.

A series of drone attacks on commercial ships in the Black Sea, including a strike on a block of flats in Galaţi and an incident at the Port of Constanța, has put Romania and neighboring Bulgaria on high alert. Retired General Adriean Pârlog, a former intelligence chief, explained that Moscow is likely to persist with hybrid tactics such as drone strikes and GPS spoofing, while avoiding a direct kinetic clash with NATO because the risk is too great.

He estimates the probability of extreme moves by Russia or other powers to remain low for the next half-year to a year. The general dismissed rumors of a secret Trump-Putin-Xi summit as unfounded, stressing that no secret deals have been confirmed. While tensions persist among Russia-Ukraine, Russia-EU, and China-Taiwan, Pârlog believes NATO will refrain from invoking Article 4 or escalating to Article 5. He also warned that non-state actors and high-tech firms could exploit cyber vulnerabilities, adding another layer of complexity to the security environment.

Why it matters

Understanding the limits of Russia's hybrid tactics helps policymakers gauge the risk of a broader NATO-Russia confrontation.
