Romanian PSD Government outlines strategic communication plan ahead of 2028 elections

The PSD-led cabinet presented a governing program that creates a central strategic communication unit, strengthens information monitoring and aims for secure 2028 elections.

The PSD administration submitted a governing program that prioritises information-space monitoring, strategic communication and electoral security for the 2028 polls. It calls for an enhanced national monitoring mechanism that links relevant institutions with civil society to quickly detect manipulation campaigns and coordinate responses. A unified reporting channel for illegal or systemic content will be created, aligned with the EU Digital Services Regulation, and the legal framework on information manipulation will be updated with clearer definitions and sanctions.

A central strategic communication unit, supported by a technical analysis centre, will address external information interference without content-moderation powers. Additionally, a capped-budget National Resilience Fund will support media literacy, civic and digital education, fact-checking organisations and independent local press, targeting communities most exposed to disinformation. The program also pledges deeper cooperation with European democratic-defence initiatives.
