Romanian Senate passes bill for electronic notice before administrative documents expire

The Senate approved a USR proposal requiring public authorities to send electronic alerts at least 30 days before individual administrative permits, certificates or authorizations lapse.

Last week the Senate passed a legislative initiative introduced by USR senator Violeta Alexandru that would embed an electronic notification duty into the Administrative Code. Under the proposal, public bodies must inform individuals holding permits, certificates, authorizations or similar documents at least 30 days before those documents expire, using SMS, email or other digital means. The goal is to avoid situations where people unknowingly rely on outdated paperwork or incur sanctions because they were not warned in advance.

Alexandru argued that the state should not waste resources chasing after expired documents and that early alerts would cut down on unnecessary trips and paperwork. Responsibility for keeping documents current remains with the holder. The proposal now proceeds to the Chamber of Deputies for discussion and a decisive vote.

Why it matters

Electronic alerts could help Romanian citizens avoid penalties and reduce bureaucratic hassle caused by expired documents.
