Romanian Senate passes bill requiring road-law course for electric scooter users without a driver’s licence

The Senate approved a proposal that obliges anyone without a driving licence to complete a road-law course before riding electric scooters on public roads, keeping the minimum age at 14.

On Monday, the Senate voted overwhelmingly to require individuals who do not hold a driving licence to finish a road-law course before operating electric scooters on public streets, while retaining the 14-year-old minimum age limit. The legislation stipulates that minors can attend the course only if a parent or legal guardian approves. After passing the Senate, the proposal must be examined by the Chamber of Deputies, and if approved, the government will define the course length, final assessment and issuing of certificates within 90 days.

Successful participants will be automatically entered into a national register managed by the Autoritatea Rutieră Română, allowing police to verify compliance electronically. Lawmakers cited serious accidents and fatalities involving untrained scooter users as the impetus for the new rules.

Why it matters

The rule aims to improve safety on public roads by ensuring electric scooter riders understand traffic regulations.
