A seventh session of US-facilitated talks between Israel and Lebanon opened in Rome, aiming to designate additional "pilot zones" in the south where Israeli troops would retreat and the Lebanese army would take over security responsibilities. The Lebanese team includes former US envoy Simon Karam, minister Nada Mouawad, Brigadier-General George Rizkallah and advisers Antoine Sfeir and Najib Massihi, while Israeli officials and military delegates also attend.
The negotiations follow a June 26 framework that tied phased Israeli redeployment to the verified disarmament of Hezbollah, yet Israel maintains a roughly 10-km buffer zone and has recently bombed locations like Yaroun and Bint Jbeil. Hezbollah’s secretary-general Naim Qassem denounced the process as humiliating for Lebanon. US Ambassador Michel Issa described the talks as encouraging but warned that moving too quickly could jeopardise civilian safety. Lebanese Agriculture Minister Nizar Hani voiced dissatisfaction with the on-ground situation, which President Joseph Aoun labeled a direct threat to the agreement.
