Deputy U.S. Ambassador Jennifer Locetta told the council that without the panel, the council loses its primary source of impartial evidence on sanctions breaches, creating a gap that aids the Iranian regime. Russia’s UN Ambassador Vassily Nebenzia blamed Western countries for politicising the issue and urged diplomatic solutions to the Iranian nuclear programme. The move follows the reimposition of UN sanctions a year earlier after France, Britain and Germany accused Tehran of breaching the 2015 nuclear agreement, which Iran denies.
