Russia expands hybrid warfare across Europe, targeting Romania, Germany and the UK

Romanian authorities say a Russian citizen was caught photographing military sites, part of a broader Russian hybrid campaign that also involved drone attacks in Leipzig and arson plots in Britain.

Romanian security agencies have detained Ivan Kutsenko, a Russian national accused of filming Romanian military installations, communication centers and other strategic assets for a presumed Russian handler. The case follows a series of Russian-linked hybrid operations in Europe, including the discovery of explosive drones at Leipzig airport that threatened cargo aircraft carrying Ukrainian aid, and a German investigation that tied two passport-holding suspects to the plot.

In the United Kingdom, a covert operative called “El Money” is alleged to have hired individuals via encrypted messaging apps, offering cryptocurrency payments to carry out arson attacks on properties associated with Prime Minister Keir Starmer. German Interior Minister Alexander Dobrindt described the Leipzig incident as fitting the established pattern of Russian hybrid tactics. A U.S. congressional report warned that Russia is intensifying such activities against countries like Romania and Bulgaria, employing methods from GPS jamming to sabotage attempts on Ukrainian logistics firms. Romanian Special Operations General Marius Crăciun cautioned that while a full-scale bombing is unlikely, the threat of hybrid attacks remains high and preparedness is insufficient.
