Russia plans to double budget for internet traffic filtering system over next three years
Russia will allocate almost 60 billion rubles to the Chief Radio Frequency Center for its internet filtering and blocking system, a rise from the previously planned 32 billion rubles.
According to a budget appendix, Russia will devote almost 60 billion rubles to the Chief Radio Frequency Center (GRChTs) for operating its internet filtering and blocking infrastructure over the next three years, more than double the earlier allocation of 32 billion rubles. The Center, part of Roskomnadzor, manages the automated system that secures the Russian segment of the internet (ASBI). Neither the Finance Ministry nor the Digital Development Ministry responded to inquiries, though a source within the latter indicated that full justifications will be added to the bill by year-end.
Analysts attribute the higher cost to rising prices for processors, RAM, and storage, compounded by sanctions that limit access to imported components. The filtering system’s coverage is also widening, as telecom operators are required to install the TSPU equipment on their networks, including in occupied territories of Ukraine, according to Alexey Amelkin of the Association of Telecom Operators Makatel.
