Russia tightens border rules near Estonia as Ukraine endures drone attacks and strikes

Russia’s FSB announced a ten-day temporary security zone in the Kingisepp and Slantsy districts of Leningrad Oblast, limiting night movement, access to parts of the Narva River, hunting and firearm possession near the Estonian border. The measure coincides with concerns over a possible new mobilization wave after recent parliamentary elections. In Kyiv, jet-powered drones struck several districts on Sept. 22, injuring at least eight people and damaging fuel storage tanks and a non-residential building.

Ukraine’s military said its forces struck the Bashneft-UNPZ refinery in Bashkortostan and the Kuibyshev refinery in Samara, igniting fires at both sites. Ukrainian intelligence also reported foiling an alleged Russian plot to assassinate a K-1 kickboxing federation president in Kyiv. Meanwhile, Ukrainian troops hit a drone storage and launch facility in Oryl Oblast, damaging five launchers, and U.S. President Donald Trump said he could invoke new sanctions powers if needed.
