British investigators say a Wagner-linked recruiter used Telegram to enlist a 20-year-old to film a London warehouse arson that destroyed aid bound for Ukraine.

On March 20, 2024, three young men set fire to a London warehouse containing humanitarian aid and Starlink gear, recording the blaze on a phone that later reached a 20-year-old contacted through Telegram by the Wagner paramilitary group. British investigators concluded the perpetrators did not know they were acting for Russia. Since the invasion of Ukraine, Russian intelligence has shifted from deploying its own officers to recruiting students, freelancers and criminals via platforms like Telegram, offering small cryptocurrency payments for simple tasks that can evolve into sabotage.

Cases include a Colombian sentenced in the Czech Republic for a bus depot arson ordered through Telegram and a Lithuanian probe into a thwarted fire targeting radio-frequency equipment. Analysts say the GRU still plans and directs these operations, but relies on ad-hoc intermediaries to execute them, creating layers that obscure responsibility. This outsourcing model allows Moscow to conduct hybrid attacks while minimizing direct exposure of its agents.
