Russian woman fined for AI-generated bear image that caused public alarm

A resident of Magdagachi in the Amur region was fined after an AI-created picture of a bear spread on messaging apps, prompting police calls and a ranger response.

A woman from the Magdagachi settlement in Russia's Amur region generated a lifelike picture of a brown bear using ChatGPT and sent it to a friend in September. The image went viral on messaging apps, causing residents to call the police in alarm. In response, the district head deployed wildlife rangers to address the reported phantom bear.

The woman later contacted authorities, confessed to the prank, and a court fined her 15,000 roubles. Earlier in September, another woman in the Transbaikal region faced a 30,000 rouble fine for posting a fabricated bear photo. These incidents occur amid a surge in real bear attacks that have killed at least 26 people this year, prompting the government to consider urgent measures to manage the growing brown bear population, which now numbers about 308,000.
