S&P shifts Zurich's credit outlook to negative amid rising debt and spending

Standard & Poor's changed Zurich's credit outlook from stable to negative, warning that the city could lose its AAA rating if fiscal consolidation is not achieved.

Standard & Poor's announced that Zurich's credit outlook has been revised from stable to negative, although the city retains its top AAA rating for the moment. The downgrade reflects sharply rising expenditures and an accelerating debt pile, prompting the agency to warn of a possible rating cut within two years if the municipality does not reach a fiscal agreement on gradual consolidation. In response, the city council intends to limit annual investments through 2029 and lower spending on the 365-franc transport ticket, premium relief initiatives, and property acquisitions.

While officials claim these measures will preserve quality of life, opposition from left-leaning council members could hinder implementation. S&P also noted Zurich's strong economy and tax base as strengths that help maintain one outlet rating. The council will decide on the 2027 budget and tax rate in December, a decision that could influence the future outlook.

Why it matters

A negative outlook could raise Zurich's borrowing costs and affect its financial stability.
