Sánchez could use Permanent Congress Committee to pass housing decrees if elections called

If Prime Minister Pedro Sánchez decides to call early elections, the Permanent Committee of the Congress could approve his housing decrees under emergency rules.

Analysts argue that an early election announced by Prime Minister Pedro Sánchez would trigger the dissolution of both chambers, activating the Permanent Committee of the Congress for urgent matters. The committee’s composition—25 PSOE members, six from Sumar, one Podemos deputy Ione Belarra, plus representatives from ERC, Bildu and PNV—would outnumber the opposition’s 27 PP, six Vox and one Junts seats by a single vote.

Under the parliamentary rules, the committee can validate decree-laws and handle emergency declarations, giving the government a legal pathway to approve its housing decrees during the campaign. The government could justify the measures as socially urgent, and the committee has up to 30 days to act. Officials declined to comment on the strategy, though they acknowledged its potential strategic value.
