Sausalito city manager steps down following yacht boarding arrest and mental-health crisis

Elaine Forbes resigned from her position as Sausalito city manager after a July incident in which she allegedly boarded multiple vessels at Sausalito Yacht Harbor, leading to her arrest on suspicion of felony burglary. The 53-year-old, who had been on the job for about three weeks, was later ordered to undergo a psychiatric evaluation at Marin General Hospital and has not entered a plea. Mayor Steven Woodside announced the resignation, offering the city’s support for her health and healing.

In a closed-session vote, the city council unanimously selected Brandon Phipps to serve as interim manager for a six-month term, with a permanent hire to be sought after the November election. Forbes, previously the executive director of the Port of San Francisco, is currently in treatment, and a family spokesperson said her condition is improving. Her spouse, Angela Calvillo, expressed gratitude toward the city for its handling of the situation.
