Sector 1 mayor's office awards cleaning contract to firm linked to Maricel Păcuraru's wife

The Directorate of Public Utilities, Sanitation and Environmental Protection in Bucharest’s Sector 1 granted a one-month cleaning contract to the PHG Waste Management SRL and NMD Zet Zone SRL partnership without a public tender, citing urgent need to keep services running. The award follows a contested tender in which the same partnership was declared the winner, a decision later upheld by the Bucharest Court of Appeal.
Daniela-Madi Păcuraru, wife of media proprietor Maricel Păcuraru, owns PHG Waste Management, while the 79-year-old Marin-Alexandru Lazăr heads NMD Zet Zone, a company previously linked to irregular procurement cases. The municipality explained that the temporary contract covers cleaning and disinfection in seven public facilities, including the Sector 1 City Hall and local police headquarters, and is limited to the period required to resolve the ongoing legal dispute.
