Senate may lower vote threshold for Vice President Duterte's impeachment
A Senate spokesperson said as few as ten senators could change the 16-vote rule needed to convict Vice President Sara Duterte, pending a vote on September 23.
According to Senate impeachment court spokesperson Regie Tongul, the requirement of 16 votes to remove Vice President Sara Duterte could be altered by a simple majority of the quorum present, meaning ten senators might suffice. Of the 24-member Senate, four are absent and presiding officer Francis Escudero will not vote, leaving 19 eligible senators for the September 23 decision. Detained senators Jinggoy Estrada and Rodante Marcoleta, as well as Ronald "Bato" dela Rosa, who is evading an ICC arrest warrant, are among those whose participation is uncertain, while Loren Legarda is on extended medical leave abroad.
Tongul noted that a tie would leave the existing rule unchanged. Duterte and her brother Paolo Duterte have both dismissed the possibility of changing the constitutional two-thirds requirement.
