Senator Raphael Warnock presented a three-step agenda aimed at expanding Democratic power should the party recapture a congressional majority. First, he called for swift investigations into the redistricting processes across Southern states, demanding testimony from officials to determine any breaches of federal law. He accused the Supreme Court of weakening the Voting Rights Act while noting that intentional racial discrimination remains unlawful.

The second component proposes admitting Washington, DC and Puerto Rico as states, which would create four additional Senate seats.
