Seoul Court Orders North Korea to Pay Compensation for Destroyed Liaison Office

In a ruling issued on Wednesday, the Seoul Central District Court ordered the Democratic People’s Republic of Korea to pay compensation to the Republic of Korea for the demolition of the inter-Korean liaison office in the Gaeseong area. The South Korean government had initiated the lawsuit in June 2023, seeking damages for the June 2020 explosion that destroyed the facility, which had been opened in September 2018 following the historic Panmunjeom summit.

The court’s decision grants Seoul the compensation amount it had demanded, but experts note that there is no practical mechanism to compel the North to fulfill the payment. The liaison office had been a symbol of cooperation, and its destruction was triggered by North Korean objections to anti-Pyongyang propaganda leaflets distributed by defector groups. The judgment underscores the legal tensions that persist despite diplomatic overtures.
