Seoul to Install Continuous Shade on All Sidewalks by 2028
Seoul's city government will create a citywide network of shaded sidewalks starting in 2028 to protect pedestrians from extreme heat.
Seoul's municipal authorities unveiled a comprehensive scheme to cover every sidewalk with shade by 2028, framing rising heat as a daily hazard. Oh Se-hoon emphasized the need for a "right to walk on shaded streets" and said the initiative will begin with a pilot on ten high-traffic streets lasting until 2027. After evaluating the trial, the city will roll out a full network that connects residential districts to subway stations, schools, markets, hospitals and parks.
The three-phase approach involves mapping heat-vulnerable zones, designing appropriate shade structures, and linking routes. Where feasible, additional trees will be planted, while other sections will receive awnings, canopies or small shelters. The goal is to make shade a standard urban service rather than a limited amenity.

Heat waves threaten public health, and citywide shade can reduce heat-related illnesses for pedestrians.
