Singapore launches secure digital ecosystem to modernise marine fuel transactions

Singapore announced a secure digital platform that will capture and automate bunkering data, aiming to protect transaction integrity as part of its net-zero strategy.

Senior Minister of State for Transport Murali Pillai used the Singapore International Bunkering Conference to launch a Phase 2 digital bunkering data ecosystem that records fuel measurements at the point of transfer and automatically routes the information to the Maritime and Port Authority of Singapore, traders, financiers and other stakeholders with end-to-end security. The initiative follows Phase 1’s electronic bunker delivery notes and is intended to reduce manual data entry, improve transaction confidence and support the port’s role as the world’s largest bunkering hub.

In parallel, Singapore announced plans to enlarge LNG floating storage, pursue liquefied biomethane, conduct its first ethanol bunkering trial with Maersk, Golden Island and PSA Singapore, and test ammonia bunkering standards. A new grant will subsidise battery capacity for electric harbour craft, with a two-year early-adopter scheme beginning in January 2027. These measures are framed within Singapore’s target of net-zero greenhouse-gas emissions by 2050 and its strategy to build a resilient multi-fuel ecosystem.

Why it matters

Secure, automated bunkering data strengthens Singapore’s global fuel hub role and advances its climate-neutral shipping objectives.
