Singapore launches tender for 200-ha energy hub on Pulau Tekong

The Energy Market Authority has opened a tender to develop a 200-hectare energy infrastructure cluster on reclaimed land at Pulau Tekong, aiming to boost Singapore's energy security and low-carbon transition.

Singapore’s Energy Market Authority has launched a tender seeking proposals to construct an energy infrastructure cluster on roughly 200 hectares of reclaimed land on Pulau Tekong. The proposed site may accommodate hydrogen-ready natural-gas power plants, a liquefied natural gas terminal and additional low-carbon energy solutions, supporting the nation’s energy security and transition objectives. The tender, listed on the GeBiz e-procurement portal, will remain open until Dec 4 2026; a consultant is expected to be appointed by mid-2027 and conduct a two-year feasibility study.

The initiative builds on Prime Minister Lawrence Wong’s National Day Rally announcement of reclamation work at the island’s southern tip and the release of about 500 ha of land for civilian purposes after the SAF Basic Military Training Centre relocates. EMA chief executive Puah Kok Keong emphasized the importance of forward planning for future energy needs. Studies on possible undersea tunnels linking the mainland to Pulau Tekong are also underway.
