South Korea and United States agree to speed up wartime OPCON handover
During senior defense talks in Busan, Seoul and Washington pledged to deepen cooperation to hasten the transfer of wartime operational control to South Korea.
At the Korea-U.S. Integrated Defense Dialogue in Busan, senior officials from South Korea and the United States reaffirmed their intent to speed up the shift of wartime operational control from Washington to Seoul. The meeting reviewed the alliance’s modernization efforts and the conditions-based OPCON transition plan, first agreed in October 2014, which hinges on South Korea’s strike, air-defence and combined-force capabilities.
Both parties pledged tighter cooperation to meet the target of completing the transfer before the end of President Lee Jae Myung’s term in 2030. They also assessed implementation of follow-up measures outlined in a joint fact sheet and last year’s Security Consultative Meeting. The dialogue was led by Deputy Minister Kim Hong-Cheol and Deputy Assistant Secretary George LeMeur, and included joint visits to shipbuilding and aviation MRO facilities to boost industrial collaboration. The statements emphasized continued close consultations on alliance security matters.
