Spain launches new visa centre in Havana's Playa district to ease consular backlog

Spain is set to open a visa application centre in the Playa municipality of Havana on 5 October, designed to streamline the processing of visa requests that have been delayed by a congested consular system. The centre will collect documents, schedule appointments and issue passports, but the Consulate General in Havana will retain authority over final visa approvals. Initially it will handle short-stay Schengen visas, expanding from 12 October to include national visas for study, employment, non-lucrative residence and highly qualified professionals, and from 19 October to process family applications for Spanish and EU citizens.

The initiative follows a sharp increase in applications after the Ley de Memoria Democrática enabled many Cuban descendants of Spaniards to seek citizenship, creating a backlog of paperwork. Applicants will also face a 17-euro administrative fee, which translates to roughly 14 000 Cuban pesos at current informal exchange rates, adding a financial hurdle for many. The new centre is part of Spain's effort to alleviate the pressure on its Havana consular services.
