Spain prepares urgent decrees to boost self-consumption and energy communities

The Spanish government is set to submit two urgent royal decrees to revive electric self-consumption and support energy communities before the legislature ends.

Two royal decrees intended to restart electric self-consumption and foster energy communities are nearing cabinet approval, according to ministry insiders. The drafts will be presented to the Council of Ministers on Tuesday and are slated for urgent passage before one outlet legislative term concludes, ahead of the 29 November snap election. Building on the 2019 decree, the new texts widen the allowed distance between generation and consumption for rooftop and industrial-ground PV plants up to five kilometres and create mechanisms for shared excess electricity among consumers.

They also simplify the setup of collective self-consumption in apartment blocks, appointing authorized entities to handle paperwork with distributors. While the government argues the changes will lower electricity costs for many, the CNMC warned that the lack of impact analysis could risk grid stability and affect tariff revenues.
