Study reveals plug-in hybrids emit far more CO2 in real driving than official tests

The International Council on Clean Transportation analyzed data from roughly 920,000 plug-in hybrids registered between 2021 and 2023 and found real-world CO2 emissions far exceed official limits—3.5 times higher than 2021 standards and 4.6 times higher than 2023. Regulators had expected larger batteries to increase electric driving, but actual usage did not match. The gap could distort consumer cost expectations, affect incentive eligibility, and obscure compliance with EU emissions rules. The ICCT urged the European Union to accelerate its 2027 revision of emission calculations and base future rules on real-world data, as German automakers lobby to keep hybrids in the bloc’s decarbonisation plan.

A new report by the International Council on Clean Transportation examined telemetry from about 920,000 plug-in hybrid vehicles registered between 2021 and 2023 and found that their actual carbon dioxide output is dramatically higher than the figures used for type-approval. On average, real-world emissions are 3.5 times the 2021 limits and 4.6 times the 2023 limits, revealing a fast-growing gap caused by optimistic assumptions that larger batteries would lead to more electric-only mileage.

The study warns that this gap misleads consumers about fuel costs, grants unwarranted incentives, and clouds the assessment of whether manufacturers meet EU emission rules. The ICCT, which previously exposed the Dieselgate scandal, called on the European Union to avoid postponing its planned 2027 update to emission calculations and to incorporate real-world data in future revisions. The findings arrive as German carmakers and their allies push for looser rules that would preserve a larger role for hybrids in the bloc’s strategy to cut automotive emissions by 90% from 2021 levels. The EU had recently abandoned a 2035 ban on new internal-combustion registrations, opting instead for a reduction target and compensation scheme.
