Syria says key suspect in 2013 Banias massacre captured in Lebanon

Syrian intelligence announced the arrest of Ali Kayali, known as Mihrac Ural, in Lebanon, identifying him as the main suspect in the 2013 Banias killings.

Syrian General Intelligence reported that Ali Kayali, also known as Mihrac Ural, was apprehended in Lebanon during a coordinated security raid as he tried to cross a border. Kayali, who fought alongside President Bashar al-Assad’s forces, is identified as the principal suspect in the 2013 Banias massacre that resulted in about 250 civilian deaths, a crime described by Human Rights Watch as one of the war’s most lethal mass executions.

The Syrian justice minister said the detention sends a strong message that perpetrators will not escape accountability, regardless of the time elapsed. The operation reflects growing cooperation between Syrian and Lebanese security services amid efforts to rebuild bilateral ties following the fall of Assad’s regime and the weakening of Hezbollah. Additional allegations link Kayali to other violent incidents, including a double car-bomb attack in Turkey, though those claims were not detailed in the arrest announcement.

Why it matters

The arrest signals a push for accountability for war crimes and may affect Syria-Lebanon security cooperation.
