Taiwan President unveils four-point cultural strategy at 2026 National Congress

President Lai Ching-te used the opening ceremony of the 2026 National Cultural Congress in Taipei to present a four-pillar strategy for Taiwan’s cultural development up to 2030. He argued that economic strength must be matched by cultural vitality, noting that culture extends democratic resilience. The priorities include cultivating the next generation through programmes like Culture Point for 13-22-year-olds and new children’s museum projects, strengthening a uniquely Taiwanese cultural identity, promoting innovation that balances technology with human dignity, and expanding Taiwan’s cultural visibility worldwide via multilingual distribution and co-productions.

Lai also pledged stronger copyright protections and support systems for creators facing AI challenges. Culture Minister Li Yuan credited earlier policies for establishing institutions such as the National Museum of Modern Art Tainan and cited recent international literary recognition. The ministry plans to raise culture’s share of the national budget to one percent.
