Tamil Nadu unveils sweeping housing reforms and multi-crore flat reconstruction plan
Housing and Urban Development Minister B Rajkumar announced new digital processes, expanded self-certification and a Rs 2,882.62 crore scheme to rebuild over 12,000 dilapidated apartments.
In a floor speech, Housing and Urban Development Minister B Rajkumar outlined a suite of initiatives aimed at simplifying building approvals, including full digitalisation of land-use change requests by the Directorate of Town and Country Planning. Self-certification will be extended to residential buildings up to 5,000 square feet and small commercial premises up to 1,500 square feet, while third-party certification will cover larger residential, commercial and industrial structures.
Local-body approval thresholds are being raised to 16,140 square feet for corporations and municipalities, with lower limits for town and village panchayats, and commercial limits set at 5,380 square feet. The Tamil Nadu Urban Habitat Development Board plans to reconstruct 12,648 deteriorated flats across 20 sites, allocating Rs 2,882.62 crore for demolition, renovation of 41,664 older units, civic upgrades at 208 locations and a Smart Habitat Management Platform. Additionally, the government will introduce a broad interest-waiver programme for primary cooperative housing societies, offering an extra one-percentage-point relief to low- and middle-income borrowers.
