Tax cuts and credits heavily favor a small group of high-income households

A report by the Conseil des prélèvements obligatoires finds that income-tax reductions and credits mainly benefit a limited number of wealthy families.

In a report released on 30 September, the Conseil des prélèvements obligatoires examined the allocation of income-tax reductions and credits. Ordered by the commission des finances of the Assemblée nationale, the study argues that these fiscal tools only marginally increase the progressivity of the tax system. The majority of households that receive relief obtain relatively small amounts, but a limited number of high-income families enjoy disproportionately large advantages.

The findings revive debate over the fairness of current tax benefits and may influence upcoming discussions on the 2027 budget. The report follows a recent Cour des comptes recommendation that revived talk of a wealth tax.
