Texas man arrested with three undocumented migrants, firearms and pipe bombs on speedboat
Border Patrol detained 28-year-old Alec Ray Foss in Port Mansfield after finding three undocumented migrants, an AR-style rifle, a pistol and four pipe bombs aboard his speedboat.
U.S. Border Patrol agents arrested 28-year-old Alec Ray Foss on Oct. 6 while he was loading a speedboat at Bluff Landing in Port Mansfield, Texas. A prior police tip led agents to the vessel, where they discovered three undocumented migrants—two Ecuadorian citizens and one Guatemalan—concealed in the cabin and under a seat, along with an AR-style rifle, a pistol, and four pipe bombs. Foss admitted he expected $3,000 cash per migrant for a planned drop-off in Houston.
Court records show he had been previously caught in 2023 transporting three illegal aliens in a vehicle, though those charges were later dismissed. The Bureau of Alcohol, Tobacco, Firearms, and Explosives is probing the explosives, having executed a search warrant at Foss’s residence on Oct. 8 that yielded five firearms, 3,500 rounds of ammunition, and bomb-making materials. If convicted of illegal-alien transport with life-endangerment, Foss faces up to 20 years in prison.
Why it matters
The case underscores the link between human-smuggling operations and the trafficking of weapons and explosives across U.S. borders.
