Tour operator staff charged for appointing unlicensed captain in fatal Phu Quoc boat crash
An Giang Province police opened a criminal case against Phan Vo Kieu Truc Linh for assigning an unqualified captain, a mistake that led to a July capsizing killing 15 Indian tourists.
On July 11, speedboat AG-26751 capsized off Hon May Rut Ngoai, throwing 36 passengers into the sea; 21 survived while 15 Indian tourists died. Investigators say Linh, an employee of Minh Huy PQ Travel Co., placed 57-year-old Nguyen Hong Hai in command despite his lack of the required licence. Linh was detained on September 15 and barred from leaving her residence, while Hai was arrested the day after the accident and faces charges for violating vessel-operation rules. Police continue probing the incident and other possible negligence.
