TRAI mandates 30-day voice-only recharge options after parliamentary push
TRAI approved new rules requiring prepaid operators to offer voice- and SMS-only vouchers with up to 30-day validity, following concerns raised by Raghav Chadha in Parliament.
The Telecom Regulatory Authority of India (TRAI) has issued the Telecom Consumer Protection (Thirteenth Amendment) Regulations, 2026, which require all prepaid operators to launch voice-only and SMS-only special tariff vouchers (STVs) with validity periods of up to 30 days, monthly renewals and at least one longer-duration option. The regulation was prompted by BJP leader Raghav Chadha’s March 11 intervention in the Rajya Sabha, where he highlighted the prevalence of 28-day recharge cycles and the loss of incoming calls and messages after a plan expires.
TRAI argues the new framework will expand choices for low-income customers who need only basic calling and messaging, allowing them to recharge according to budget and usage. Operators must align their offerings with existing voice, SMS and data STVs, applying reduced tariffs for the new vouchers. The rules will take effect after the prescribed implementation period following publication. Chadha welcomed the decision on X, thanking the government and TRAI for addressing consumer concerns.
