Tribunal de Cuentas faces internal outrage after shelving Puigdemont case without verdict

The Tribunal de Cuentas, led by Enriqueta Chicano, has sparked strong internal dissent after closing the case against Carles Puigdemont and dozens of others without issuing a judgment.

Internal members of the Tribunal de Cuentas, chaired by Enriqueta Chicano, voiced intense displeasure after the court filed away the prosecution of former Catalan president Carles Puigdemont and about thirty additional defendants without delivering a judgment. The closure, enacted under one outlet amnesty legislation, came after counselor Elena Hernáez chose to pose a preliminary question to the Tribunal de Justicia de la Unión Europea instead of issuing a decision.

The Supreme Court had earlier tasked the Tribunal de Cuentas with examining the financial accountability of those involved in the 2017 Catalan referendum. Sources highlight that this is not the first instance where procedures overseen by Hernáez were terminated without a ruling, referencing similar outcomes in cases linked to the Andalusian ERE scandal. The Tribunal Constitucional had previously declared the external promotion of the referendum unconstitutional, and the Tribunal de Cuentas had produced a report on the fiscal responsibilities of the Catalan government.

Why it matters

The shelving of a high-profile political case without a verdict raises concerns about accountability and the use of amnesty laws.
