A confidential questionnaire drafted by the Trump administration has been circulated to NATO members, asking them to demonstrate public endorsement of President Donald Trump’s foreign policy and to indicate willingness to remove any constraints on U.S. bases. The survey directly cites Defense Secretary Pete Hegseth’s phrase “strong, clear, and quiet,” and probes issues such as restrictions related to the Iran war and the capture of Venezuelan leader Nicolás Maduro.
Allies have expressed alarm, viewing the demand for ideological conformity as a threat to the security framework built since World War II. The questionnaire arrives amid a broader review of U.S. military presence in Europe, which is expected to conclude by December and includes plans to withdraw 5,000 troops from Germany and reduce other assets. The administration has also been supporting right-wing parties in Germany and Hungary and has pledged additional forces to Poland after conservative Karol Nawrocki’s election. NATO Secretary-General Mark Rutte downplayed the tension, calling the review “wise” and saying it could bring the alliance closer together.
